With the federal system in place, the local levels are in desperate need of 3,000 employees to deliver the services.
Ministry of Federal Affairs and Local Development has informed that some 3,000 employees ranging from non-gazetted second class officer to Joint Secretary are required to fulfill the posts in 753 local levels.
Section Officer at Employee Management Section of the Ministry, Rabindra Jung Thapa, categorized that 3058 posts of Ward Secretary were lying vacant while 144 posts of the chief administrative officer at the local levels. Currently, the duties are being discharged by the officiating ones. There are some 6,100 Wards in the local levels.
The chief of the previous offices has been named the chief executive officers now.
He further said even the busy Biratnagar and Birgunj Metropolitan Offices are lacking chief administrative officers. Although the post is for the Joint Secretary, Under Secretaries have been running the offices.
However, 13 Sub Metropolitan offices have got the chief executive officers. Among 176 municipalities, 21 are still waiting for chief executive officers. Similarly, section officers have been running offices as chief executive officers in 69 municipalities.
Under Secretary is assigned as the Chief Executive Officer at municipality office.
Out of 460 rural municipalities, 52 are in need of chief executive officers, where Section Officer is assigned to the post.
