Minister for Federal Affairs and General Administration, Lalbabu Pandit, has said that all avenues for promotion of civil servants, who have chosen State and local level after the adjustment, will remain open.
At a discussion on the bill regarding formation of federal civil service held at the State Affairs and Good Governance Committee of the Parliament today, Minister Pandit clarified that the federal government would assume all responsibilities of the employees, who have chosen adjustment, including pension.
“We will not allow decrease in the amenities of those employees. They will get opportunity of additional promotion. A provision is going to be made in the Act without hampering those employees, who have chosen adjustment.”
It is not possible to bring the same civil service act as the constitution has made separate provisions regarding federal civil service, state civil service and local civil service, the Minister added.
Similarly, MoFAGA Secretary Yadav Koirala said that keeping civil service of states and local levels under the same act would be against the aspiration and sentiment of the federalism.
A total of 95 lawmakers have registered 82 amendment proposals on the Bill.
