Govt involvement imperative in formulating law: Minister Dhakal

Minister for Law, Justice and Parliamentary Affairs Bhanubhakta Dhakal has suggested the members of a parliamentary committee to acknowledge the fact that government’s endorsement and involvement was imperative in the process of formulating laws and work procedure.

He asserted so while responding to the queries raised by the members of the State Affairs and Good-Governance Committee at the meeting called here today to deliberate on the bill relating to the criteria and prerequisites on formation, roles, rights and responsibilities of the Provincial Public Service Commission.

Furthermore, Minister Dhakal claimed that the government has the rights to revoke the bill for final decision if government’s role was omitted in the process.

Dhakal said, “Parliamentarians are autonomous to formulate laws but if government’s support, involvement and endorsement is not sought, it would not get validation.”

Stating that we were in a new practice of governance, he said, “In the context of implementation of constitution, we reckon that we should move ahead managing the rights bestowed upon the provinces and we should also comply with the criteria of the federal commission.”

Moreover, the Minister urged the parliamentarians to reconsider the understanding that they were autonomous even without the government’s support.

He also shared that the bill relating to the Province Public Service Commission was the first one to be in the final phase when it comes to the formulation and implementation of laws through the bills.

The Minister spoke of the need to further augment the confidence of the public over the impartiality maintained by the Public Service Commission in terms of its performance.

Minister Dhakal also suggested putting in place the provisions that would enable to select the capable, tech-savvy and right candidates to serve the Province Public Service Commission rather than picking up a normal persons on the basis of age limit as in the constitutional provision.
